Luke Carter - Director

Luke is a Chartered Town Planner and has been a member of the Royal Town Planning Institute since 2001. Luke has been a Director of Lewis & Co Planning since 2007. He has previously worked in public sector roles at Brighton & Hove City Council and East Sussex County Council, and in private sector positions with Drivers Jonas in London and Strutt & Parker in both their Brighton and Lewes offices. Luke has extensive experience in major planning applications, strategic planning advice, education projects, residential and mixed‑use development, and has specialist expertise in planning enforcement. Previous projects Luke has undertaken include Kingston Wharf in West Sussex, Rockwater on Hove Esplanade, and major council housing schemes for Portsmouth City Council and Eastbourne Borough Council.

Out of the office, Luke is a keen cyclist, snowboarder and outdoor enthusiast, most likely to be found cycling up a mountain or relaxing in a hammock in the woods.

Simon Bareham - Director

Simon is a Chartered Town Planner and has been a member of the Royal Town Planning Institute since 1998. Simon has been a Director of Lewis & Co Planning since 2006. He has previously worked in both public and private sector roles, advising private, national and international clients on a range of development projects throughout the South East of England. Simon has extensive experience in development planning and has also lectured postgraduate architecture students at South Bank University London and the University of Brighton. Previous projects Simon has undertaken include housing schemes in Central Brighton, commercial schemes in Dover, and householder schemes throughout the south east.  

Out of the office, Simon enjoys cycling, skiing, concerts and restaurants and is most likely to be found watching Brighton and Hove Albion at the Amex.

Paul Burgess - Director

Paul is a Chartered Town Planner and has been a member of the Royal Town Planning Institute since 1999.  Paul has been a Director of Lewis & Co Planning since 2010. He has previously worked in public sector and private sector roles, including Brighton & Hove City Council, DMH Stallard solicitors, RPS Planning and Indigo Planning. Paul has extensive experience in all aspects of town planning, including acting as an expert witness at several Public Inquiries. Previous projects Paul has undertaken include Brighton Jubilee Library, the American Express Community  Stadium and Saltdean Lido.

Out of the office, Paul is a keen record collector and is most likely to be found crate digging for vinyl.

Joseph Pearson - Associate

Joseph is a Chartered Town Planner and has been a member of the Royal Town Planning Institute since 2019. He has previously worked in public sector roles, including five years in local government and a position in planning policy at Mid Sussex District Council, as well as private sector positions at Lewis & Co Planning. Joseph has extensive experience in strategic planning, large‑scale residential and commercial development, and public‑sector‑led infrastructure and affordable housing schemes. Previous projects Joseph has undertaken include the regeneration of the Western Harbour Arm in Shoreham‑by‑Sea and major development and infrastructure projects for public sector clients such as local authorities, the NHS and the Department for Education.

Out of the office, Joseph is a keen photographer and sports fan, most likely to be found behind a camera or following Reading FC or the Los Angeles Rams.

Zac Denton - Senior Planning Consultant

Zac graduated from London South Bank University (LSBU) with a Post Graduate Diploma, and a bachelor’s degree in Town Planning. Zac is a Chartered Town Planner and has been a member of the Royal Town Planning Institute since 2025. He has previously worked in public sector roles at Arun District Council, rising to Planning Officer, and has since worked in the private sector from 2021 onwards. Zac has extensive experience in planning across a range of applications and has been actively involved in the professional community, serving as Chair of the South Coast Young Planners from 2022–2025 and receiving a nomination for the RTPI South East Young Planner of the Year. Previous projects Zac has undertaken include working on a variety of heritage-led projects, from works to local pubs, all the way up to the redevelopment of the Royal Albion Hotel.

Out of the office, Zac enjoys spending time with friends, hiking, cycling and watching motorsport and is most likely to be found in the great outdoors during the day or a local pub in the evening.

Toby Deacon - Planning Consultant

Toby graduated from Cardiff University with a BSc in Urban Planning and Development in 2022.  Toby is currently working towards full RTPI accreditation and has been elected an Associate Membership (AssocRTPI) since 2025. He previously worked for ECE Planning, a large Planning and Architecture practice in Worthing, gaining experience across a broad range of minor and major schemes in the south of England. Toby has particular experience in preparing planning statements, managing the discharge of conditions, coordinating pre‑application enquiries and engaging with local authorities to progress applications efficiently. Toby is actively involved in the built environment community, currently serving as Chair of the South Coast Young Planners and a committee member for G4C Sussex. Previous projects Toby has undertaken include Lancing College Sports Dome in the South Downs National Park, Meeting Place Cafe in Brighton and Mackley's Field Community Pavillion in Small Dole. 

Out of the office, Toby enjoys playing guitar, bouldering, and live music, most likely to be found halfway up a climbing wall or headbanging down at Daltons.

Ali Timoney - Administration and Bookkeeping

Ali has extensive experience in business administration, finance and supporting planning teams, and has been the full-time Bookkeeper and Administrator at Lewis & Co Planning since 2017. She has previously worked in public and private sector roles within the Planning Departments of Worthing Borough Council and DMH Stallard, as well as in administration and finance at Sussex University.

Out of the office, Ali enjoys cycling, walking, concerts and restaurants and is most likely to be found catching up with friends and family in England and Ireland.
